Smarter procurement. Proven value.

We are Inprova, a technology-enabled procurement partner for the public and private sectors. We work across organisations, from education and healthcare to local government, helping them manage their spend, strengthen compliance, and turn procurement into a measurable force for good. Our compliant frameworks, DPS and Dynamic Markets, and specialist consultancy give you fast, compliant routes to market. And every framework comes with Quantum, our spend and contract management platform, so the value does not stop at award: you can track contract obligations, validate pricing, and evidence delivery to your board and regulators. A certified B Corp and a Sunday Times Best Place to Work 2025.

Public sector procurement is under growing pressure

Regulation has been reshaped, transparency obligations have expanded, and budgets are tighter while demand rises. Procurement teams are managing more categories, contracts and suppliers than before, often without the resource or tools to match, while finance needs spend data it can stand behind at board level and operations needs suppliers who deliver what was agreed. The pressure to do more with less reaches every part of the organisation. Yet procurement has rarely had more potential to make a difference. Done well, it protects public money, strengthens local economies, supports net zero targets, and delivers services people can depend on. Closing the gap between that potential and the reality of overstretched teams and fragmented data is exactly where we work.

Inprova works with organisations across the UK, bringing together compliant procurement solutions, hands-on consultancy, and the Quantum spend and contract management platform. Because we manage everything from procurement route through to contract performance, less falls through the cracks.

Compliant framework solutions and DPS

Compliant procurement routes that save you months, not just money

Running your own tender takes time, resource, and specialist knowledge that many teams simply donโ€™t have. Our frameworks, Dynamic Markets and Dynamic Purchasing Systems (DPS) provide a faster, fully compliant alternative. Every supplier is pre-assessed. Every route meets the requirements of current procurement legislation. And whether you need a direct award for an urgent project or a structured mini-competition for a high-value programme, the process is designed to get you to the right supplier without the administrative weight of starting from scratch.

Procurement expertise that works alongside your team

Not every procurement challenge can be solved with a framework. Sometimes you need someone who understands your sector, your pressures, and the regulatory landscape you operate in to sit alongside your team and help you work through it. Our consultancy services cover everything from spend analysis and supplier management to full procurement transformation and outsourced delivery. We help you build capability, not dependency.

One platform. Every agreement you run through us.

Spreadsheets and supplier-generated reports were never built to give you the visibility a modern procurement function needs. Quantum brings your contract register, spend data, billing and performance tracking into a single secure platform. It gives procurement, finance and operations teams the same source of truth, so decisions are made on evidence, not assumptions, and value is protected through the full lifetime of every agreement.

Need a tailored approach?

We're Inprova

Inprova exists because public sector procurement deserves better than it usually gets. Too often, procurement teams are treated as a back-office function, handed tools that werenโ€™t built for them, or offered solutions that stop the moment a contract is signed. That is not how we work.

Weโ€™re a technology-enabled procurement partner operating across the public sector in the UK. That means we combine compliant procurement routes, specialist consultancy, and the Quantum platform into a joined-up service that supports your organisation from the point of procurement through to the end of every contract. Our team understands the sectors we serve, the legislation that governs them, and the operational pressures that shape how decisions are really made. We donโ€™t disappear after award. We stay with you, making sure the value your contracts were designed to deliver actually materialises.

At the heart of everything we do is a commitment to positively impacting people’s lives. That is not a strapline. It shapes how we run our business, how we treat our supply chain, and how we measure our own success. Itโ€™s why weโ€™re a certified B Corp, why we pay 100% of our suppliers within 30 days, and why our own team consistently rates Inprova as one of the best places to work.

What makes us unique?

Quantum: see what your procurement is actually delivering

Most organisations know what they spend. Far fewer can tell you whether they are getting what they agreed to. Pricing drifts from contract terms. Invoices arrive in different formats from different suppliers. Social value pledges go untracked. And by the time a contract comes up for renewal, the data needed to negotiate from a position of strength simply doesnโ€™t exist in one place.

Quantum changes that. It is a spend and contract management platform built for public sector organisations managing multiple suppliers, contracts and compliance obligations at once. For the agreements you run through Inprova, it brings together your contract register, transaction-level spend data, pricing validation, consolidated billing and performance tracking into a single secure platform that procurement, finance and operations teams all draw from.

What that means in practice:

  • Every Inprova contract, document and obligation in one searchable location, with automatic expiry and renewal alerts
  • Your spend through Inprova aggregated into a single consistent view, with line-level detail on every transaction
  • Price validation against core price files, so discrepancies are flagged before they compound
  • A single consolidated monthly statement per supplier, replacing large volumes of individual invoices
  • Structured tracking of contract obligations, including social value, with an auditable evidence record

People who understand your sector, not just procurement

We arenโ€™t just procurement experts, our specialists know every category inside out, from building materials to decarbonisation, so you can make confident decisions quickly.

Procurement decisions donโ€™t happen in isolation. They are shaped by the legislation your sector operates under, the funding pressures your organisation faces, and the operational realities that determine what good delivery looks like. A framework that works brilliantly for a university may not address the dual procurement regimes an NHS trust navigates, or the best value obligations that govern a local authority.

Our team brings sector-specific knowledge to every conversation, and we know that the rules look different depending on where you sit. In England, that means legislation such as the Procurement Act 2023, the Academy Trust Handbook, the Provider Selection Regime, the Best Value Duty and the collaboration duty under the Policing and Crime Act. In Wales, it means the same Procurement Act 2023, alongside the Health Service Procurement (Wales) Act and Wales’s own best value framework. In Scotland, it means the Scottish procurement regulations and Scotland’s separate best value duty, run under its own legislative framework rather than the Procurement Act. In Northern Ireland, the Procurement Act 2023 applies too, alongside the sector-specific rules that are still developing locally.

Whichever sector in the public sector you work in, and wherever you’re based, we understand the legislation you’re actually working to, not a generic version of procurement that doesn’t hold up when you look closely.

Experts

Compliance you donโ€™t have to think about

Our frameworks, dynamic markets and dynamic purchasing systems (DPS) give you fast, compliant access to over 1000 pre-vetted suppliers, from national contractors to local SMEs and VCSEs.

Every procurement framework, DPS and dynamic market we operate is designed to meet the requirements of current procurement legislation, whichever nation you’re in. That means the Procurement Act 2023 for England, Wales and Northern Ireland, the Procurement Reform (Scotland) Act 2014 and Public Contracts (Scotland) Regulations 2015 for Scotland, and the Public Contracts Regulations 2015 for any existing agreements still running under the old regime. Suppliers are pre-assessed for financial stability, capability and track record, and every procurement route comes with full audit trails and compliance documentation.

For procurement teams under pressure, that means less time proving you followed the process and more time focusing on the decisions that actually deliver value. For boards and leadership teams, it means assurance that every procurement decision will withstand scrutiny.

procurement built for compliance

A supply chain that includes SMEs, VCSEs, and local businesses

We make it easier to work with small and specialist suppliers, whether through our procurement frameworks, dynamic markets or DPS solutions

Procurement legislation across the UK places a stronger emphasis on SME access and local economic impact, from the Procurement Act 2023 and National Procurement Policy Statement in England, to the equivalent duties under Scotland’s, Wales’s, and Northern Ireland’s own procurement frameworks. But making that happen in practice, without adding risk or procurement burden, requires deliberate supply chain design.

Our frameworks, Dynamic Markets (DM) and DPS solutions are built to be accessible to smaller suppliers. DM and DPS solutions remain open to new suppliers throughout their lifetime, encouraging innovation and widening your options. Every supplier is pre-vetted, so you can engage local contractors and specialist SMEs with confidence. The result is a supply chain that reflects your organisationโ€™s values and strengthens the local economies it operates in.

Key benefits:

  • SMEs and VCSEs embedded across our frameworks, dynamic markets and DPS solutions
  • Dynamic Markets and DPS solutions allow new suppliers to join at any time
  • Broaden your supplier base with specialist and local expertise
  • Encourage innovation and diversity in your supply chain
  • Build partnerships that reflect yourย  values
  • Strengthen local economies

Social value that is measured, not just promised

We champion fair practices, pay 100% of suppliers on time, and prioritise social value.

Social value is a legal requirement across UK public procurement, whether that’s under the Procurement Act 2023 in England, Wales, and Northern Ireland, or the sustainable procurement duty under Scotland’s own legislation. But too often it remains a set of commitments made at the point of tender and never tracked through to delivery. We take a different approach, and we start by measuring our own impact before we ask anything of our supply chain.

As a certified B Corp, our performance is independently assessed across five areas: Governance, Workers, Environment, Customers, and Community. In 2025 alone, that meant ยฃ2.17 million generated in social value through our supplier contracts, an 8.5% increase on the previous year. That same commitment to measured, evidenced impact is built into how our frameworks, dynamic markets and DPS are designed, how suppliers are selected, and how contract performance is monitored through Quantum, so the social value promised at the point of tender is tracked all the way through to delivery.

Social value group meeting

Our social value in action

  • ยฃ7.4m spend with VCSEs in 2025
  • ยฃ23,116 raised for Cash for Kids, supporting 1,000 local children over the summer holidays
  • ยฃ205,700 contributed to Clarion Futures, supporting community grants and social housing residents
  • 190 food parcels delivered to 95 families and 12 schools
  • 12 colleagues recognised through the monthly appreciation scheme

Procurement shaped around your sector

Procurement legislation applies across the board, whether that’s the Procurement Act 2023 in England, Wales, and Northern Ireland, or Scotland’s own procurement regime, but the pressures it sits alongside are different for every sector. A school managing an ageing estate faces different challenges to an NHS trust navigating dual procurement regimes, or a council balancing a best value duty against a growing funding gap. We tailor our support to the regulatory landscape, funding realities, and operational priorities that matter to you.

Schools, trusts, colleges, and universities are managing ageing estates, rising costs, and new procurement obligations with limited specialist resource. We provide the procurement routes and expertise that make compliance straightforward and budgets stretch further.

Healthcare

NHS trusts and ICBs in England operate under two procurement regimes simultaneously, the Provider Selection Regime for clinical services and the Procurement Act for everything else, while health boards in Scotland, Wales, and Northern Ireland each work to their own equivalent frameworks. We simplify estates, compliance, and facilities procurement so teams can focus on patient care.
