Inprova’s Planned Works Framework gives UK public sector organisations a single, compliant route to evaluated contractors and suppliers across 19 lots. It covers kitchen and bathroom replacement, windows and doors in every material type, roofing works and materials, electrical works, cyclical painting and decoration, surrounding works, and comprehensive property works programmes that combine multiple disciplines under one contract. About our procurement framework

Planned investment programmes are how public sector organisations keep their buildings safe, compliant, and fit for purpose. But getting the procurement right for planned works is rarely straightforward. Capital budgets are under pressure. Programme timelines are tight. Contractor capacity in some regions is stretched. And running a separate procurement exercise for every component of a multi-year investment plan, kitchens one year, windows the next, roofing after that, consumes time and resource that most estates and asset management teams do not have to spare.

Planned works programmes fail for predictable reasons. A contractor is appointed without the capacity to deliver at the required pace. The specification is too loose and the scope creeps in ways that push the programme over budget. The procurement took so long that the contractor’s pricing is already out of date by the time the contract is live. Or the organisation runs separate procurements for kitchens, bathrooms, and windows on the same estate, only to find three different contractors on site with no coordination between them.  They are common outcomes when planned works procurement is approached reactively, without a framework that has been built around the operational realities of delivering large-scale investment programmes. The Planned Works Framework was designed to address each of them. It was shaped through structured pre-market engagement with both customers and suppliers, ensuring the lot structure, regional coverage, and value bands reflect what public sector organisations actually need to deliver their programmes, not just what is administratively convenient to procure.

Suppliers were assessed on account management, social impact, health and safety, mobilisation and resourcing, contract management and delivery, service delivery, and added value. Financial checks, insurance vetting, and accreditation verification, including FENSA, CERTASS, NICEIC, and Gas Safe where relevant, were completed on every supplier before appointment. The result is a supply chain of 82 contractors, 47 of which are small and medium-sized businesses, giving organisations access to both national contractors with the capacity for large programmes and regional specialists with the local knowledge and relationships that community-focused delivery requires. An industry-recognised schedule of rates is integrated into the framework pricing, giving organisations a standard benchmark for cost and quality that makes direct awards straightforward and mini-competition evaluation consistent.

What's included?

Kitchen supply and replacement

Supply of kitchen units, cupboards, worktops, sinks, and associated products through two distinct routes. The first is direct-from-factory supply by leading kitchen manufacturers, giving organisations access to the most cost-effective pricing and the widest product range. The second is supply through branch networks, giving greater flexibility in delivery, storage, and service. Full supply-and-install kitchen and bathroom programmes are available through separate lots with regional contractor rankings and two value bands covering programmes up to £2m and over £2m per annum.

Bathroom supply and installation

Supply and installation of sanitaryware, plumbing and pipe replacement, tiling, flooring, joinery, and all associated works as part of kitchen and bathroom programmes. Installation includes patching plasterwork, painting and decorating, and electrical requirements as part of a complete room replacement. Available across regional lots with value bands suited to programmes of all scales.

Windows and doors: supply only

Supply of UPVC and timber windows and doors, associated products, fixtures, fittings, and services, for organisations with their own installation capability or existing contractors. Hundreds of dimensions priced in advance against an industry-recognised schedule of rates for straightforward quotation.

Windows and doors: supply and installation

Full supply and installation of windows and doors across four material types: UPVC, composite, timber, and aluminium. Each material type has its own lot with ranked national suppliers, covering the full range of window styles. All suppliers hold relevant accreditations including FENSA or CERTASS. Industry-recognised schedule of rates pricing is supported across all window and door lots.

Roofing: materials supply

Supply of roofing materials and associated products including roof coverings, fascias, soffits, bargeboards, and rainwater goods, for organisations sourcing materials independently of installation.

Roofing works: installation

Supply and installation of pitch and flat roofing and all ancillary works, including roofline, rainwater goods, chimney pointing, porch repairs, and canopy installation. Two value bands cover programmes up to £1m and over £1m per annum, with regional supplier rankings across England and Wales.

Electrical works

Installation works including rewiring, upgrading of existing systems, renewable electrical solutions, and testing and maintenance of domestic and commercial appliances and heating systems. Regional supplier rankings across England, Scotland, and Wales, with suppliers holding NICEIC and other relevant accreditations.

Cyclical painting and decoration

Cyclical painting and decoration programmes including pre-paint repairs such as brickwork repairs, for organisations managing regular decoration cycles across their property portfolio. National supplier ranking for straightforward programme procurement.

Property works: whole-programme delivery

Comprehensive property works programmes combining kitchens and bathrooms, windows and doors, roofing, electrical and heating works, decoration, building works, and decarbonisation works under a single contract. Three value bands cover programmes up to £1m, between £1m and £3m, and over £3m per annum, with regional and national supplier rankings. This is the framework’s one-stop-shop route for organisations delivering integrated multi-discipline investment programmes.

Surrounding works

A newly developed lot covering a wide range of external works on and around properties, including hard landscaping, gates and fencing installation, drainage works, driveways, and associated external works. National supplier ranking for programmes where external environment improvement forms part of a wider planned works strategy.
