The UK public sector spends approximately £385 billion a year on goods, works, and services. For businesses in the public sector supply chain, the opportunity is significant, but navigating procurement processes, meeting compliance requirements, and getting noticed by the right buyers can be a challenge. Inprova connects suppliers across the public sector with organisations in education, healthcare, local government and blue light services, through our compliant frameworks, Dynamic Purchasing Systems, and Dynamic Markets. If you’re looking to grow your presence in public sector procurement, this is where to start.
Winning public sector work isn’t just about having the right capability. It’s about being in the right place, at the right time, with the right credentials. Inprova’s frameworks, DPS, and Dynamic Markets give you a direct route to public sector buyers who are actively looking for suppliers like you. Once you’re on one of our agreements, you’re pre-qualified, visible, and positioned to compete for work as opportunities arise.
Access to public sector buyers: Our procurement solutions are used by organisations across education, healthcare, local government and blue light services. We have a broad, diverse customer base spanning the full UK public sector, and any public sector organisation can procure through our agreements.
Pre-qualified status that opens doors: Being appointed to an Inprova framework, DPS, or Dynamic Market means you’ve already been assessed for financial stability, technical capability, and track record. When a buyer needs a supplier, you’re already on the shortlist. For businesses in the public sector supply chain, that pre-qualified status can make the difference between being considered for an opportunity and never hearing about it.
A fair, transparent process: Every supplier on our agreements has been through a competitive, transparent evaluation process. All opportunities are published, evaluation criteria are clear, and the process is designed to be accessible to businesses of all sizes, from national contractors to specialist SMEs and VCSEs.
Ongoing support, not just an appointment: Being on an Inprova agreement isn’t a passive listing. Our team works with suppliers throughout the lifetime of the agreement, helping you understand buyer requirements, respond to opportunities, and deliver on the commitments you’ve made. We’re invested in your success because our customers depend on the quality of the supply chain we manage.
Social value that counts: Public sector buyers increasingly need to evidence the social, economic, and environmental impact of their procurement decisions. As a certified B Corp, we take social value seriously, and we support our suppliers to deliver and evidence it. For businesses in the public sector that want to differentiate on impact as well as price, that matters.

Create your account, register your organisation, and complete your Supplier Information Questionnaire. This is the same first step whether you’re applying for a framework, a DPS, or a Dynamic Market.
PfH is the contracting authority behind our frameworks, DPS and dynamic markets, so when you click through to register / view live opportunities, you will see this reflected on the Panacea platform under the PfH name. Registering here covers all of Inprova’s opportunities too, so there’s nothing extra to complete separately.
Frameworks
Frameworks only open to new suppliers when a tender is live. Once you’re registered, keep an eye on Panacea for opportunities and submit your tender when one’s published. All submissions are evaluated competitively. Successful businesses are awarded a place and onboarded, with a dedicated category manager on hand from day one. The framework then stays closed to new suppliers until it’s re-procured.
Dynamic Purchasing System (DPS) and Dynamic Market
DPS and Dynamic Market routes stay open to new suppliers throughout their term. Once you’re registered, we review your submission, typically within 10 working days. Successful suppliers are admitted; unsuccessful ones receive feedback and can reapply. Once admitted, you’ll receive Invitations to Tender (ITT) and can compete for opportunities as they arise.

Browse our current and upcoming procurement solutions below. Framework appointments are made through competitive tender processes when agreements are established or retendered. Dynamic Purchasing Systems and Dynamic Markets are open to new suppliers at any time, so if you meet the qualification criteria, you can apply to join and start receiving invitations to compete for work
Our frameworks, DPS, and Dynamic Markets include suppliers of all sizes and specialisms. The breadth of our supply chain is deliberate: public sector buyers need genuine choice, and the best outcomes often come from matching the right supplier to the right requirement, regardless of size.

Large-scale businesses with the capacity to deliver across multiple regions and project types. Our agreements give national suppliers a compliant, efficient route to public sector work without the overhead of responding to individual tenders.

Businesses with deep expertise and strong local knowledge who deliver in specific geographies. Our agreements connect regional suppliers with buyers who value local delivery capability and established relationships.

Smaller businesses with niche expertise, innovation, or specialist capability. Public sector procurement increasingly places a stronger emphasis on SME participation, and we design our routes to market with that in mind. Our DPS and Dynamic Market solutions stay permanently open to new suppliers, meaning SMEs aren’t locked out by fixed tender deadlines that closed months or years ago.

Voluntary, community, and social enterprise organisations that deliver public services. Public sector spend with VCSEs is a growing area of policy focus across the UK. Our agreements provide accessible routes for VCSE organisations to compete for and win public sector work on equal terms.

Winning public sector work takes more than being on the right list. Here’s the evidence behind how we actually work with suppliers, what others have achieved, and what’s changing that’s worth knowing before your next opportunity comes up.
Impact is easier to believe when you can see where it came from. Our case studies walk through the actual decisions, trade-offs, and numbers behind projects we’ve delivered across the public sector, so you can judge for yourself whether working for the public sector works for you and your business.

Buyers increasingly expect suppliers to evidence social value, not just promise it at the point of tender. Here’s how we think about social value as a business, including our own B Corp-assessed performance, and what that means for the standard we look for in the suppliers we work with.
Discover Social ValueProcurement legislation alone has changed more than most teams have had time to absorb. Our specialists write up what’s actually shifted, what it means day to day, and what’s worth acting on now versus what can wait, so you’re not piecing it together from separate sources yourself.
Read InsightsQuantum isn’t just a buyer tool. It’s designed to make the relationship between suppliers and public sector organisations more transparent, more efficient, and more productive for both sides.

Our procurement solutions serve organisations across all of the UK public sector. For businesses in the public sector supply chain, understanding where the demand sits and what each sector needs is the first step to winning the right work.

Schools, multi-academy trusts, colleges, and universities need building maintenance, compliance services, heating, decarbonisation, materials, and business services. Estate condition and compliance are growing priorities, and many institutions lack the procurement resource to run their own tenders.

NHS trusts and Integrated Care Boards (ICBs) procure estate maintenance, compliance, facilities management, and decarbonisation works across some of the largest and most complex property portfolios in the public sector. Non-clinical procurement is a significant area of spend.

Councils procure across the broadest range of categories in the public sector: estates, compliance, waste, construction, recruitment, business services, and more. For suppliers, local government represents one of the largest and most diverse areas of opportunity.

Police, fire, and rescue services need estate maintenance, compliance, and operational support services. These organisations often manage large, historic property portfolios with constrained procurement teams.
Procurement has the power to do more than manage spend.
Done well, it strengthens organisations, improves outcomes, and creates lasting value. That’s why we’re Inprova, a technology-enabled procurement partner helping public sector organisations turn procurement into a measurable force for good.
We combine compliant procurement routes, specialist consultancy, and the Quantum platform into a joined-up service that supports your organisation from procurement through to contract delivery. Unlike traditional procurement providers, we don’t step away once a contract is awarded. We stay with you to help ensure the value you set out to achieve becomes a reality.
