Staffing shortages in the public sector are not a new problem, but the pressure they create has intensified. Local authorities, NHS bodies, blue light services, and education providers are competing for the same candidates in a market where demand consistently outpaces supply. Every vacancy left open for too long means delayed services, increased workload on existing staff, and rising agency spend that is hard to evidence or control. Getting recruitment right, quickly and compliantly, matters more than it ever has.
Inprova’s Recruitment Services Framework gives public sector organisations a compliant, ready-to-use route to experienced recruitment suppliers covering permanent, temporary, and interim roles across all disciplines. Whether you need a single managed service provider to run your entire recruitment operation, a preferred supplier list for specialist roles, or a technology platform to manage your own talent pool, the framework gives you the options and the compliance foundation to act quickly without cutting corners.
Recruitment is one of the most visible procurement categories in the public sector, not because it is the largest by spend, but because the consequences of getting it wrong are immediate and human. A vacancy on a social care team is a person waiting longer for support. A gap in a school’s teaching staff is a class without consistent leadership. An unfilled shift in a hospital ward means colleagues covering additional hours they cannot sustain. When recruitment is slow, reactive, or fragmented across dozens of uncoordinated agency relationships, the operational and financial cost accumulates faster than most organisations track.
The compliance dimension adds another layer of difficulty. Using agencies outside a compliant procurement arrangement puts organisations at risk under the Public Contracts Regulations 2015, and the Procurement Act 2023 in England, Wales, and Northern Ireland, or the Procurement Reform (Scotland) Act 2014 and Public Contracts (Scotland) Regulations 2015 in Scotland. IR35 off-payroll working rules require careful management of how interim and temporary workers are engaged. Agency worker regulations, the Agency Workers Regulations 2010 in Great Britain, or the Agency Workers Regulations (Northern Ireland) 2011, set minimum standards that purchasing organisations are responsible for monitoring. And when agency spend is spread across multiple arrangements without central visibility, demonstrating compliance to internal audit or external regulators becomes extremely difficult.
This framework addresses those problems directly. The result is a supply chain of experienced, sector-knowledgeable recruitment suppliers spanning managed services, general staffing across all disciplines, and talent bank technology. Every supplier was assessed on account management, social impact, service delivery, and engagement, not just price. The framework covers temporary, interim, and permanent requirements and is structured around three distinct models so organisations can choose the approach that fits their workforce strategy, not just the one that is easiest to access.

Fully managed recruitment service
A complete outsourced recruitment solution for organisations that want a single supplier to manage all their temporary, interim, and permanent hiring needs across all disciplines and regions. The supplier operates as a master vendor, drawing on their own candidate pool and supplementing through a second-tier supply chain where needed. This model works well for organisations with high-volume or complex staffing requirements who want to consolidate agency spend, reduce administration, and have one point of accountability for recruitment performance. It gives procurement and HR teams an auditable, consistent service without managing multiple agency relationships independently.
General recruitment services
Access to individual recruitment suppliers for specific disciplines, regions, or roles, either as a single appointed supplier or as part of a structured preferred supplier list (PSL). PSLs can be set up on a ranked or neutral basis, giving organisations the flexibility to work with multiple specialists while maintaining a compliant procurement framework. This model suits organisations that want to retain more direct control over their recruitment relationships, use niche specialists for particular roles, or build a PSL that reflects the specific workforce profile of their services. All suppliers cover a wide range of disciplines and have both local office networks and national coverage.
Talent bank technology
A software-as-a-service platform that allows organisations to build and manage their own pool of pre-qualified workers. Hiring managers can access the talent bank directly to fill short-term gaps in staffing, drawing on candidates they have used previously or new applicants who have been through a compliance check. The platform manages the full recruitment lifecycle from finding and hiring through to compliance verification, timesheet management, and management information, all within a single portal available 24 hours a day, 7 days a week. Platforms on this lot are ISO 27001 certified. This model is particularly effective where short-term staffing needs are frequent and predictable, for example in social care, facilities management, or education support roles, and where reducing dependence on external agencies is a strategic objective.

Inprova works with you from the point you first identify a need, through procurement, and into ongoing contract delivery. We recommend getting in touch early so we can help you define your requirements and identify the most appropriate procurement route. You can award contracts through two routes: direct award or mini-competition. Contracts can be awarded for any duration necessary to deliver your requirements.
Our support does not stop when a contract is awarded. We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised. What that support looks like in practice depends on how you procured, so here's what to expect after a direct award and after a mini-competition.
