Inprova’s Construction DPS provides a compliant procurement route for public sector construction projects. Four lots cover modular buildings, panelised construction, traditional build, and refurbishment. Whether you’re delivering a school extension, a community health centre, a leisure facility, an office refurbishment, a police station, or a specialist operational building, the DPS provides quick, compliant access to contractors assessed for capability, financial stability, and health and safety.
Public sector construction carries pressures that commercial development doesn’t always face. Budgets are constrained and subject to scrutiny. Timescales are often driven by funding deadlines, political commitments, or operational urgency. Buildings must meet exacting standards around accessibility, sustainability, and building safety while serving the communities that depend on them. In England, the Building Safety Act 2022 has raised expectations around building information management and the competence of everyone involved in the design and construction process. In England, Wales, and Northern Ireland, the Procurement Act 2023 requires transparency, documented evaluation, and defensible decision-making throughout, with equivalent expectations under Scotland’s own procurement legislation. And the procurement must stand up to audit, legal challenge, and public accountability, wherever in the UK it takes place.
The construction challenges are different depending on where you sit. NHS and health bodies delivering clinical facility extensions or community health centres must coordinate construction around occupied healthcare environments where patient safety, infection control under estates guidance such as HTM in England or SHTM in Scotland, and service continuity constrain every decision. In England, the Education Estates Strategy commits £38 billion from 2025-26 to 2029-30 for the education estate, including nearly £20 billion for the School Rebuilding Programme to rebuild over 750 schools and colleges, with Scotland, Wales, and Northern Ireland each running their own education capital investment programmes. Multi-academy trusts and local authorities in England need contractors who can deliver school construction within tight holiday windows and to standards that satisfy the DfE’s forthcoming estate management requirements from autumn 2026. Local authorities commissioning community buildings, leisure centres, libraries, and civic facilities are doing so against significant funding pressure across the UK, with England’s cumulative £6.2 billion funding gap and £1.5 billion cultural buildings programme creating an immediate procurement window for library improvements, museum upgrades, arts venues, and heritage buildings. Blue light services need operational buildings that meet specific requirements around resilience, security, and 24/7 operational continuity, often in historic buildings where modern construction must work within heritage constraints. Defence organisations require construction that meets JSP-specific standards alongside security clearance requirements for contractors accessing sensitive sites. This DPS was designed to serve that breadth. Four lots cover four distinct construction methods through a single compliant procurement route.

The DPS covers four construction approaches through dedicated lots, giving you the flexibility to choose the delivery method that best fits each project.
Modular buildings:
Complete structures manufactured off-site and assembled on location, offering reduced site disruption, predictable programme timescales, and quality-controlled manufacturing environments. Suited to education buildings, health facilities, emergency services accommodation, community centres, and operational buildings where speed of delivery and minimal disruption to adjacent occupied buildings matter.
Panelised construction:
Pre-manufactured panel systems assembled on site, offering faster delivery programmes than traditional construction with modern building performance standards. Includes supply and installation, with options for full turnkey delivery or collaboration with nominated contractors. Suited to projects where a balance of speed, quality, and design flexibility is required.
Traditional construction:
Principal contractor services for conventional construction projects, covering full project management, regulatory compliance, and delivery. Suited to offices, community centres, public amenities, specialist facilities, and any project where traditional methods are the most appropriate approach for the building type, site conditions, or design requirements.
Refurbishment:
Upgrades, extensions, and comprehensive refurbishment of existing buildings. Coverage includes structural improvements, energy efficiency upgrades, internal and external modernisation, and the adaptation of existing buildings to meet new requirements. Suited to schools, health facilities, emergency services buildings, libraries, training centres, offices, and other public buildings where improving existing assets is more practical or cost-effective than building from scratch.

Get in touch as early as possible. The earlier we're involved, the more we can help you shape your requirements, design your specification, and build the tender documentation that gets you the right result. A DPS doesn't come with pre-agreed pricing or a fixed supplier list. You set your own pricing structure, contract terms, evaluation criteria, and specification for each procurement. That gives you control over exactly what you're buying and how it's evaluated.
Our procurement specialists can help you plan a compliant route to market, review your current project or identify the right solution for your organisation.
Sorry, we couldn’t find any team members that match your current filters.
Appointing a supplier is the start of the process, not the end of it. Whether the contract delivers what was promised depends on what happens next: whether the supplier mobilises on time, whether pricing stays where it should, and whether performance is monitored consistently through the lifetime of the agreement. Our team stays with you from the point of award through to completion, providing the category expertise, procurement authority, and ongoing supplier management that keeps your contract on track. Because every award through a DPS is made via mini-competition, here's what that process looks like from start to finish, and what continues after the contract is signed.
